Apple offered scrolling patents to Nokia and IBM, failed with Samsung

So did you know that Apple had licensed a software patent related to scrolling functionality to Nokia, IBM and Samsung?

Apple’s patent which covered the distinctive scrollback behaviour of iOS that displays a background texture when you scroll beyond the edge of a document of webpage has been offered to IBM and Nokia. Samsung was also offered the similar patent but never approved it due to failed settlement negotiations.

Statements shown to The Verge confirm the #7,469,381 patent was licensed to IBM and Nokia, and that Apple offered a license to Samsung in November of 2010 as part of settlement negotiations.

So is Apple going to target other Android smartphone manufacturers? Jobs did talk about destroying Android, so is this step one?
